Duterte releases illegal drug trade 'matrix' at the New Bilibid Prison









President Rodrigo Duterte has released the "drug matrix" of the illegal drug trade operations inside the New Bilibid Prison early Thursday morning, GMA's Victoria Tulad reported on "Unang Balita."

He earlier announced that he is releasing a matrix, which shows the structure of the illegal drug trade and the involvement of Sen. Leila de Lima.

Duterte forgot the copy in his house so it was just distributed to media practitioners after a press conference was held in Davao City.

He did not issue a statement regarding the said matrix.

"De Lima you are finished, tapos ka na," Duterte said during the press conference.

De Lima is the highest ranking government official on the list. Also included is her alleged driver-lover, Ronnie P. Dayan, who is also known as "Boss de Lima" who recieves the payola from former Bureau of Correction Chief General Franklin Bucayo.



This payola is coursed through a cerain SPO1 Palisoc, a known drug user from Urbiztondo in Pangasinan.

The matrix also states that the senator gave Dayan a house and several vehicles.

Dayan is a married man and is often seen present at cockfighting arenas. He also allegedly uses a certain Miss Cardenosa, an employee of the Urbiztondo local government, as a dummy naming her as the owner of several properties.

A claim written on the one-page matrix is that Bucayo was appointed as Philippine National Police Regional Director because of De Lima's influence.






Bucayo was then appointed BuCor Chief after he retired. He resigned, however, following reports that connected him to the illegal drug trade.

And, based on earlier reports, former undersecretary Tori Baraan, BuCor supervisor, was one of De Lima's trusted undersecretaries during De Lime's term as justice secretary.

His brother, Pangasinan provincial administrator Raffy Baraan, was named. But the latter was dismissed from office for his alleged involvement in black sand mining and quarrying. He was also one of the trusted men in Gov. Amado Espino's alleged illegal activities.

Espino the 5th District Pangasinan Representative, who is facing pluder charges, and is reportedly the richest politician in Northern Luzon.

The other names included in the matrix is Bucayo and a certain 'BM' Raul P. Sison.

Before the matrix was made public, Senator De Lima already denied that she is involved in the illegal drug trade and that the accusations thrown at her are lies.






"Ang pwede ko lang masabi ngayon, I say it again, those accusations against my alleged drung links are a complete falsehood and an absolute lie," she said.

Meanwhile, incumbent Justice Secretary Vitaliano Aguirre II disclosed that a governor he suspected of having ties to drug syndicates was "already crying."

"He (governor) was already crying. The governor was already crying feeling he was the one referred to by the President," Aguirre said Wednesday on the sidelines of the European Union-Philippines Justice Support Program event in Pasig City.

Aguirre declined to elaborate on the governor's circumstances and whether he had met him in person.

He also did not the identify the governor and the latter's province.

Duterte told reporters on Tuesday that he will come up with a matrix that explains the role of certain personalities in the proliferation of the illegal drug trade at the New Bilibid Prison in Muntinlupa City.

He mentioned former Justice Secretary and now Senator Leila De Lima, former Justice Undersecretary Francisco Baraan III and a governor as included in the matrix.

De Lima and Baraan have since denied the allegation linking them to drug lords with the senator branding it as a "complete falsehood and an absolute lie."

But Aguirre said they have witnesses against De Lima and Baraan, which they plan to present at the upcoming hearing of the House of Representatives into the proliferation of drugs at the NBP under her watch.
